Enhanced rescission

A week ago, Pete posted this about the Obama administration's enhanced rescission authority proposal.  I was going to let it go until The Washington Post yesterday published this ridiculous op-ed by George Will and decided to deal with both at the same time.

First, let's state right up front that an enhanced rescission plan, line item veto, or anything else that deals only with appropriations is not going to eliminate the deficit or solve all federal budget problems by itself.  It is not a fiscal magical elixir and no one should assume it is.  Unlike what Will and Pete say, that definitely does not mean it's not worth the effort.
